    Delegate Marcum moves to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

For House Bill No. 4356--A Bill to amend and reenact §61-8D-4 of the Code of West Virginia, 1931, as amended, relating to creating a new offense for child neglect by a parent, guardian or custodian which creates a substantial risk of bodily injury and providing penalties upon conviction.
